Regulatory Committee August 2007 Report
Task List:
1. ARB: Develop and manage an architectural review process
· An ARB Committee was formed and an ARB Chairman appointed.
· An architectural review process was developed and documented. This handbook includes:
- Purpose of the ARB
- Philosophy and review criteria
- Mode of operations
- Instructions and procedures including an appeal procedure
- Application forms for initial construction and landscaping as well as applications for additions, remodeling and other changes to structure or property
- Fee structure for construction projects
- Owner understanding and responsibility page
- Contractor understanding and responsibility page
- Appendix outlining fences, walls and small pet enclosures
· The ARB committee reviewed the following submittals for approval:
- Four fences
- Four houses (initial construction)
- One detached garage (initial construction)
- One house addition (dormers)
- Two horse barns
- One pool
- One dock
- One landscaping remodel
- One gazebo
- One driveway curb
2. Covenant Compliance
· A procedure for handling non-compliance issues was developed and documented
3. Safety and Security
· Research is in process to pin point areas of focus for the committee. A safety and security committee will need to be created to address those issues.

· An interim lake committee was convened to perform a review of the lake rules. No significant changes were recommended at that time.
A permanent lake committee needs to be created to handle the day to day issues as well as any unique situations that may arise.
5. Covenant interpretation
· It was decided that this area will be addressed as needed. Just recently, several areas of the covenants have come to our attention as needing further definition/interpretation and we will begin to address this task at our next meeting.
6. External Regulatory
· It was agreed upon by all members of the committee that external regulatory issues should be handled by whomever we hire (HOA/POA lawyer or property management company) since they, by the nature of their job, should be knowledgeable about the external regulatory issues affecting homeowners associations.
7. Legal
· Any legal issues that may arise currently will be handled by whatever legal resource is made available to us. Going forward, we will need independent legal counsel to assist us through this transition and beyond.
